The 2025 Paris AI Action Summit widened the public AI argument beyond frontier-model risk. Governments, companies, researchers and civil society discussed access, sustainability, public infrastructure and the uses of AI that should benefit people outside the leading labs.

That breadth was both the summit’s strength and its difficulty. A declaration can name a direction; it cannot by itself create a test, a budget or an institution. The lasting question is whether public-interest commitments survive contact with procurement, compute concentration and deployment decisions.

AI governance became a wider coalition in Paris. It still needed a mechanism.
