The public argument about agents often begins with capability. The more durable 2025 development was administrative: teams began naming the controls required when software can pursue goals, use tools and carry context across interactions.

The vocabulary is plain but consequential—least privilege, approval, privacy, prompt-injection resistance, data segregation and monitoring. None is glamorous. Together they define whether an agent is an accountable system or an unreviewable employee-shaped abstraction.

The policy challenge is to turn these ideas into evidence. A deployment should be able to show the identity used, the tools available, the approvals granted and the point at which a person could intervene. Governance begins when those facts are recorded rather than inferred.
