Anthropic’s activation of AI Safety Level 3 protections showed how a scaling policy becomes operational. The policy does not make a model harmless; it commits the developer to stronger safeguards as capabilities and misuse risks change.

The important precedent is procedural. Capability thresholds should trigger concrete controls, evaluation and documentation rather than only a stronger adjective in a launch post. Safety policy earns its name when it changes what a company must do before and after release.
