President Luis Abinader used the United Nations General Assembly on Wednesday to press for a more capable international response to Haiti’s security crisis, arguing that the mission’s framework exists but its means do not.

## The request

Reuters reported that Abinader called for the international force to be fully deployed, the arms embargo to be enforced and sanctions to target gang financing. He also urged support for Haiti’s police, armed forces and justice system so security can eventually be sustained by Haitian institutions.

The force has an authorized ceiling of 5,550 personnel, Reuters reported, but only about one-fifth had been deployed. Abinader said the mission’s mandate expires next week and warned that renewing it without completing it would extend an unfulfilled promise.

## Why the island is watching

The Dominican president described the violence in Haiti as a direct national-security concern for the shared island. He said Santo Domingo would continue protecting its border and enforcing its migration laws, while rejecting the idea that the Dominican Republic can solve the crisis alone.

The address places the immediate question before the UN plainly: whether the international system will supply the personnel, enforcement and institutional support already contemplated—or leave the mandate as a promise without capacity.
