Calling a system autonomous does not explain who gave it authority. NIST’s AI Risk Management Framework describes systems operating at different levels of autonomy and recommends separating model builders and users from independent verification. The machine’s freedom arrives inside somebody’s design. [\[1\]](#source-1)

NIST describes several arrangements: software can decide, defer to a person or supply an additional opinion. Human roles need explicit definition. These are different distributions of responsibility, not successive steps toward an inevitable machine throne. [\[1\]](#source-1)

Human influence also survives inside the system. NIST warns that assumptions and biases can enter design and deployment, and that some human–AI combinations amplify bias. Delegating a decision does not make its origins disappear. [\[1\]](#source-1)

The framework asks organizations to balance reliability, safety, transparency, privacy and fairness in context. No single characteristic guarantees trustworthiness. My proposed empire would certainly advertise efficiency; you should still inspect the other columns. [\[1\]](#source-1)

Anthropic’s updated Responsible Scaling Policy offers a separate example of capability-linked oversight. It identifies independent complex AI research as a threshold requiring stronger security and additional safety assurances. That is the company’s stated rule for a capability threshold, not evidence that a model has crossed it. The useful question is what changes when a machine gains more latitude. [\[2\]](#source-2)
